  • REQUEST FOR QUALIFICATIONS FOR DESIGN/BUILD SERVICES RELATING TO THE CRANE CREEK LACUSTUARY RESTORATION PROJECT WITHIN THE OTTAWA NATIONAL WILDLIFE REFUGE (ONWR) AND THE MAUMEE AREA OF CONCERN (AOC)

    FOR TOLEDO-LUCAS COUNTY PORT AUTHORITY

    In partnership with a Project Management Team (PMT) that includes the Ohio Environmental Protection Agency (Ohio EPA), U.S. Fish and Wildlife Service (USFWS), and U.S. Geological Survey (USGS), the Toledo-Lucas County Port Authority (TLCPA) is requesting qualification statements from qualified design/build firms to provide professional planning, engineering, permitting, and design/build services in connection with the Crane Creek Lacustuary Restoration Project. The project involves the restoration of approximately 55 acres of aquatic habitat in the lacustuary portion of Crane Creek within the Ottawa National Wildlife Refuge and within the Maumee Area of Concern (AOC) (Figure 1).

    The TLCPA received a Great Lakes Restoration Initiative (GLRI) grant from the USFWS to fund and implement the project described below. The design/build costs are estimated to be approximately 1,400,000. The targeted design/build completion date is September 30, 2027. The design/build firm will be required to meet Davis Bacon prevailing wage rates and fringes.

    Description of Proposed Crane Creek Lacustuary Restoration Project:

    • The project involves the restoration of approximately 55 acres of aquatic habitat (i.e., open water, wetlands, submerged habitat for fisheries and benthos) in the lacustuary area of Crane Creek within ONWR (Figure 2). The work will include site assessments, engineering, design, permitting, and implementation including but not limited to site surveys, drawings, plans, permits, labor, materials, equipment, plantings, and invasive species control. If environmental conditions are favorable and budget allows, additional restoration areas may also be included.

    • The overall goal of the Crane Creek Lacustuary Restoration Project is to help restore aquatic beneficial uses related to aquatic habitat and populations, ultimately moving toward delisting the Maumee AOC. The project will address fish populations, benthic populations, and fish habitat beneficial use impairments in Crane Creek by creating wetland and shoal habitat and increasing habitat heterogeneity in the lacustuary section of Crane Creek. Additionally, it will contribute to the GLRI Action Plan IV Measure of Progress 1.1, Remediate, restore and delist Areas of Concern.
