NOTICE IS HEREBY GIVEN by the Board of Directors that Electronic Bids will be received by the Toledo-Lucas County Port Authority through Bid Express for:

Rehabilitate the Air Traffic Control Tower HVAC Systems at Eugene F. Kranz Toledo Express Airport

This contract is for all labor, material, insurance, and equipment necessary for the Rehabilitate the Air Traffic Control Tower (ATCT) HVAC Systems project at Eugene F. Kranz Toledo Express Airport, 11013 Airport Highway, Swanton, OH 43558, in accordance with the approved plans and specifications, for the Port Authority at One Maritime Plaza, Toledo, Ohio 43604.

Bids will be received through Bid Express, an online electronic bidding system, until Tuesday, August 25, 2026, at 10:00 AM, at which time all bids will be opened through the Bid Express website.

The project consists of the replacement of existing HVAC systems serving the Air Traffic Control Tower (ATCT) at Eugene F. Kranz Toledo Express Airport (TOL). This project is structured as a Base Bid with a Bid Alternate. For the Base Bid, the project scope generally includes the demolition, removal, and installation of rooftop units, air handling units, condensing units, ductwork, air distribution devices, refrigerant piping, and controls. The installed HVAC systems are to be complete with humidification. For the Bid Alternate No. 1, the project scope generally includes the demolition and removal of the ductwork serving the 2nd Floor of the ATCT and installation of new ductwork and VAV systems.

This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion. The engineer’s opinion of probable cost for this project is approximately $1,330,000.00 for the base bid and $410,000.00 for the bid alternate no. 1. The total contract duration is 336 consecutive calendar days from the Notice to Proceed, divided into two (2) phases, with the following phase-specific contract time:

• Phase 1 – 252 consecutive calendar days

• Phase 2 – 84 consecutive calendar days

Phase 1 is considered an administrative sequence which allows for the procurement and fabrication lead time of the HVAC equipment. Phase 2 is considered the construction sequence where the HVAC equipment will be removed and replaced as further described in the construction plans

All materials procured, construction methods used, and construction activities must be done in accordance with FAA material specifications and guidance on operational safety on airports during construction referenced in the project documents.

Bids that are in excess of 20% above the engineer’s estimate would be considered non-responsive. This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion.

The plans and bid proposal documents are available through Bid Express at: https://www.bidexpress.com/businesses/66075/home. Bidders new to the electronic bidding system must first register on the Bid Express website (www.bidexpress.com). Registration is Free. It can take up to five (5) business days to process a Digital ID and it is highly recommended that a Digital ID be enabled 48 hours in advance of submitting an electronic bid. Bidders must plan accordingly. For additional guidance regarding electronic bidding, bidders must contact Bid Express directly. Each bidder shall be responsible for submitting its electronic bid before the bid deadline.

Electronic Proposals must be submitted on the form(s) included in Bid Express and shall be accompanied by a certified check or an acceptable Proposal Bond with satisfactory surety specifying the Toledo-Lucas County Port Authority as the obligee, in the sum of not less than ten percent (10%) of the total proposal amount.

Any bid may be withdrawn prior to the scheduled closing time for receipt of bids. The successful bidder will be required to submit a Contract Bond and Certificate of Insurance.

Due to current guidance from FAA, the DBE goal for this project will be zero percent (0%).

The lowest responsive and responsible bid shall be determined in accordance with the Port Authority’s Resolution No. 68-00 as found in the General Conditions.

The Port Authority reserves the right to reject any or all bids, and to waive any technicalities as it may deem best for their interest. The Port Authority also reserves the right to add or subtract from quantities shown in the proposal. Please note there will be a pre-bid meeting for this project for all prospective bidders on Wednesday, August 12, 2026, at 10:00 AM, local time. This meeting will be held online via Zoom Video Conference. REQUEST FOR QUALIFICATIONS FOR DESIGN/BUILD SERVICES RELATING TO THE CRANE CREEK LACUSTUARY RESTORATION PROJECT WITHIN THE OTTAWA NATIONAL WILDLIFE REFUGE (ONWR) AND THE MAUMEE AREA OF CONCERN (AOC)

FOR TOLEDO-LUCAS COUNTY PORT AUTHORITY

In partnership with a Project Management Team (PMT) that includes the Ohio Environmental Protection Agency (Ohio EPA), U.S. Fish and Wildlife Service (USFWS), and U.S. Geological Survey (USGS), the Toledo-Lucas County Port Authority (TLCPA) is requesting qualification statements from qualified design/build firms to provide professional planning, engineering, permitting, and design/build services in connection with the Crane Creek Lacustuary Restoration Project. The project involves the restoration of approximately 55 acres of aquatic habitat in the lacustuary portion of Crane Creek within the Ottawa National Wildlife Refuge and within the Maumee Area of Concern (AOC) (Figure 1).

The TLCPA received a Great Lakes Restoration Initiative (GLRI) grant from the USFWS to fund and implement the project described below. The design/build costs are estimated to be approximately 1,400,000. The targeted design/build completion date is September 30, 2027. The design/build firm will be required to meet Davis Bacon prevailing wage rates and fringes.

Description of Proposed Crane Creek Lacustuary Restoration Project:

• The project involves the restoration of approximately 55 acres of aquatic habitat (i.e., open water, wetlands, submerged habitat for fisheries and benthos) in the lacustuary area of Crane Creek within ONWR (Figure 2). The work will include site assessments, engineering, design, permitting, and implementation including but not limited to site surveys, drawings, plans, permits, labor, materials, equipment, plantings, and invasive species control. If environmental conditions are favorable and budget allows, additional restoration areas may also be included.

• The overall goal of the Crane Creek Lacustuary Restoration Project is to help restore aquatic beneficial uses related to aquatic habitat and populations, ultimately moving toward delisting the Maumee AOC. The project will address fish populations, benthic populations, and fish habitat beneficial use impairments in Crane Creek by creating wetland and shoal habitat and increasing habitat heterogeneity in the lacustuary section of Crane Creek. Additionally, it will contribute to the GLRI Action Plan IV Measure of Progress 1.1, Remediate, restore and delist Areas of Concern.
