The Toledo-Lucas County Port Authority (TLCPA) is seeking qualified aviation consulting firm(s) to provide Professional Engineering and Construction Administration Services for Runway 7/25 Technology Systems Upgrades for Instrument Landing System (ILS) at Eugene F. Kranz Toledo Express Airport (TOL).
This Request for Qualifications (RFQ) will result in an agreement with a consultant for services, based on the scope of work, with the Toledo-Lucas County Port Authority for the duration of the above-mentioned project.
The selection process of consultant(s) is being done in accordance with Federal Aviation Administration (FAA) Advisory Circular 150/5100-14E, and applicable Ohio statutes and laws.
The Toledo-Lucas County Port Authority reserves the right to withdraw this RFQ or reject any and all submittals in response to this RFQ for any reason at any time during the bid process due to unforeseen or any change in circumstances. This RFQ plus the resulting agreement shall be consistent with all terms and conditions associated with contracts entered into by the Toledo-Lucas County Port Authority.

NOTICE IS HEREBY GIVEN by the Board of Directors that Electronic Bids will be received by the Toledo-Lucas County Port Authority through Bid Express for:
Parking Structures Restoration 2025
Toledo, OH 43604
This contract is for all labor, material, insurance, and equipment necessary for the Parking Structures Restoration 2025 project at 227 N. Saint Clair St., 334 N. Superior St., and 610 N. Superior St., Toledo, Ohio 43604, in accordance with the approved plans and specifications, for the Port Authority at One Maritime Plaza, Toledo, Ohio 43604.
Bids will be received through Bid Express, an online electronic bidding system, until Tuesday, June 17, 2024, at 10:00 AM, at which time all bids will be opened through the Bid Express website.
The project “Parking Structures Restoration 2025” project consists of the following scope of work:
Port Lawrence Parking Structure: structural concrete repairs, post-tensioning exploratory excavations and repairs, installation of joint sealants, installation of traffic coatings, and repainting of pavement markings.
Superior Parking Structure: structural concrete repairs, replacement/installation of joint sealants, and installation of traffic coatings at stair tower.
Vistula: structural concrete repairs, rout and seal concrete cracks, and reconditioning of handrail support posts.
Also included in this project is an allowance to purchase light fixtures to be installed by others.
This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion. The total engineer’s estimate for all three structures is approximately $400,000.00. Bids that are in excess of 10% above the engineer’s estimate would be considered non-responsive. This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion.

Bidders new to the electronic bidding system must first register on the Bid Express website (www.bidexpress.com). Registration is Free. It can take up to five (5) business days to process a Digital ID and it is highly recommended that a Digital ID be enabled 48 hours in advance of submitting an electronic bid. Bidders must plan accordingly. For additional guidance regarding electronic bidding, bidders must contact Bid Express directly. Each bidder shall be responsible for submitting its electronic bid before the bid deadline.
Electronic Proposals must be submitted on the form(s) included in Bid Express and shall be accompanied by a certified check or an acceptable Proposal Bond with satisfactory surety specifying the Toledo-Lucas County Port Authority as the obligee, in the sum of not less than ten percent (10%) of the total proposal amount.
Any bid may be withdrawn prior to the scheduled closing time for receipt of bids. The successful bidder will be required to submit a Contract Bond and Certificate of Insurance.
The Port Authority’s goal for disadvantaged business enterprise, minority business enterprise and women business enterprise (DBE/MBE/WBE) participation in the project shall be fifteen percent (15%), and bidder shall provide documentation of its ability to achieve that goal or, if the Port Authority’s goal is not attainable by bidder, bidder shall provide an affidavit detailing why that goal was not attained. A bid that fails to meet this requirement will be considered non-responsive.
The lowest responsive and responsible bid shall be determined in accordance with the Port Authority’s Resolution No. 68-00 as found in the General Conditions.
The Port Authority reserves the right to reject any or all bids, and to waive any technicalities as it may deem best for their interest. The Port Authority also reserves the right to add or subtract from quantities shown in the proposal. Please note that there will be a pre-bid meeting for this project for all prospective bidders on Wednesday, June 4, 2025, at 10:00 AM, at the Port Authority’s administrative offices at One Maritime Plaza, 7th floor conference room, Toledo, OH 43604. Access Drive at Toledo Shipyard

This contract is for all labor, material, insurance, and equipment necessary for the Access Drive at Toledo Shipyard, project at 2245 Front St., Toledo, Ohio 43605, in accordance with the approved plans and specifications, for the Port Authority at One Maritime Plaza, Toledo, Ohio 43604.
Bids will be received through Bid Express, an online electronic bidding system, until Tuesday, June 17, 2025, at 1:00 PM, at which time all bids will be opened through the Bid Express website.
The “Access Drive at Toledo Shipyard” project is intended to improve and repair access drives at the Toledo Shipyard. The project will include re-grading existing stone access drive, installation of approximately 682 L.F., of 12” storm sewer and 5 catch basins, construction of heavy-duty asphalt pavement, removal and replacement of damaged section of existing concrete pavement, (approximately 500 S.Y.), and restoration work.
This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion. The total engineer’s estimate is approximately $516,995.00.
