NOTICE IS HEREBY GIVEN by the Board of Directors that Electronic Bids will be received by the Toledo-Lucas County Port Authority through Bid Express for:
Reconstruct T-Hangar Taxilane A & B, Reconstruct T-Hangar Apron C
This contract is for all labor, material, insurance, and equipment necessary for the Reconstruct T-Hangar Taxilane A & B, Reconstruct T-Hangar Apron C project at Toledo Executive Airport, 28331 Lemoyne Road, Millbury, OH 43447, in accordance with the approved plans and specifications, for the Port Authority at One Maritime Plaza, Toledo, Ohio 43604.
Bids will be received through Bid Express, an online electronic bidding system, until Wednesday, March 25, 2026, at 10:00 AM, at which time all bids will be opened through the Bid Express website.
The project consists of reconstructing the taxilane and apron pavements surrounding the T-Hangars at Toledo Executive Airport (TDZ). The project scope generally includes the demolition and removal of the existing pavements, installation of stormwater conveyance and stormwater quality improvements, construction of detention basin, construction of new asphalt and concrete pavement, and application of new surface markings.
This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion. The engineer’s opinion of probable cost for this project is approximately $2,225,000.00. The total contract duration is 63 calendar days from the Notice to Proceed, divided into three (3) phases. All materials procured, construction methods used, and construction activities must be done in accordance with FAA material specifications and guidance on operational safety on airports during construction referenced in the project documents.

Bids that are in excess of 20% above the engineer’s estimate would be considered non-responsive. This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion.
The plans and bid proposal documents are available through Bid Express at: https://www.bidexpress.com/businesses/66075/home. Bidders new to the electronic bidding system must first register on the Bid Express website (www.bidexpress.com). Registration is Free. It can take up to five (5) business days to process a Digital ID and it is highly recommended that a Digital ID be enabled 48 hours in advance of submitting an electronic bid. Bidders must plan accordingly. For additional guidance regarding electronic bidding, bidders must contact Bid Express directly. Each bidder shall be responsible for submitting its electronic bid before the bid deadline.
Electronic Proposals must be submitted on the form(s) included in Bid Express and shall be accompanied by a certified check or an acceptable Proposal Bond with satisfactory surety specifying the Toledo-Lucas County Port Authority as the obligee, in the sum of not less than ten percent (10%) of the total proposal amount.
Any bid may be withdrawn prior to the scheduled closing time for receipt of bids. The successful bidder will be required to submit a Contract Bond and Certificate of Insurance.
Due to current guidance from FAA, the DBE goal for this project will be zero percent (0%).
The lowest responsive and responsible bid shall be determined in accordance with the Port Authority’s Resolution No. 68-00 as found in the General Conditions.
The Port Authority reserves the right to reject any or all bids, and to waive any technicalities as it may deem best for their interest. The Port Authority also reserves the right to add or subtract from quantities shown in the proposal. Please note there will be a pre-bid meeting for this project for all prospective bidders on Wednesday, March 4, 2026, at 10:00 AM. This meeting will be held at the Port Authority’s administrative offices at One Maritime Plaza, 2nd floor conference room, Toledo, OH 43604. Attendance is suggested, but not mandatory.

The Toledo-Lucas County Port Authority (TLCPA) is requesting statements of qualifications from experienced transportation engineering and consulting firms to prepare a strategic Seaport Master Facility Plan, allowing TLCPA to holistically assess the Seaport and guide long-term strategic planning.
The Port of Toledo is one of the most cargo diverse and largest land-mass seaports in the Great Lakes and St. Lawrence Seaway System. Port activities support many supply chains that are critical to the industries of the Toledo Region and beyond. Examples include:
Steel Making: Iron Ore, DRI, Pig Iron, Mill Scale
Manufacturing: Aluminum, Titanium, Lumber
Energy: Petroleum Products, Coal, Petcoke, Transformers, Turbines, Limestone
Construction & Rail and Roadway Maintenance: Cement, Aggregate, Rail Ballast, Salt
Food Production: Sugar, Corn, Soybeans, Wheat, Alfalfa, DDGs, Oats, Canola, Fertilizer
In a typical year, the Port of Toledo services approximately 500 vessel calls, handling over 11 million tons of cargo. These vessels move commodities to and from the U.S. and Canadian port cities within the Great Lakes and directly to and from overseas ports via the St. Lawrence Seaway.
The total budget for the Seaport Master Plan is estimated to be approximately $300,000.00 – $600,000.00. The targeted completion date is September 30, 2027.

The Toledo-Lucas County Port Authority (“TLCPA”) is requesting qualification statements from Design/Build (“D/B”) firms
to provide design/build services in connection with an Innovation Post J-4 Parking Lot located at 114 N. 13th Street, Toledo,
OH 43604. The project includes comprehensive design and renovation services for an existing approximately 40,000-
square-foot parking lot, ensuring full compliance with the City of Toledo (COT) zoning code and optimizing the layout to
maximize the total number of parking spaces. This area will serve as an additional parking area for the Innovation Post
located at 1300 Jefferson Ave., Toledo, OH 43604.
The TLCPA will select and retain a (D/B) firm for the design and construction of this project. This project will be performed
as a Guaranteed Maximum Price (GMP) contract with the amount not to exceed $963,700.00. Only qualified
firms/contractors are eligible to participate in this project.
D/B Firms are to include full civil/engineering and landscaping services required for the replacement of an existing 40,000 sf
parking lot for the Innovation Post J-4 Parking Lot project, inclusive of all required permitting, zoning, associated fees and
assist Owner with the plan commission process. This project resides within both the Downtown & Uptown overlay districts
and said zoning standards will need to be considered.
