ADVERTISEMENT FOR PORT LAWRENCE GARAGE ELEVATOR MODERNIZATION PROJECT

NOTICE IS HEREBY GIVEN by the Board of Directors that Sealed Bids will be received by the Toledo-Lucas County Port Authority for:

Port Lawrence Parking Garage

Elevator Modernization at 227 N. Saint Clair St.,

This contract is for all labor, material, insurance, and equipment necessary for the Port Lawrence Parking Garage - Elevator Modernization project located at 227 N. Saint Clair St., Toledo, Ohio 43604, in accordance with the approved plans and specifications, to the Port Authority at One Maritime Plaza, Toledo, Ohio 43604.

Sealed bids will be received at the Port Authority’s administrative offices, 1st floor reception area at One Maritime Plaza, Toledo, OH 43604 until Tuesday, June 30, 2020 at 10:00 AM, at which time and place all bids will be publicly opened and read aloud via conference call. Conference call-in information will be shared in addendum no. 1. The “Port Lawrence Parking Garage - Elevator Modernization” project consists of: Modernizing two (2) geared traction passenger elevators which includes the refurbishment or replacement of machine room equipment, hoistway equipment, hoistway entrances, car equipment, car enclosures, hall control stations, signals, and intercom & distress signal systems as detailed in the project specifications. In addition to elevator modernization, this scope also includes required upgrades to related building components for code compliance. Upgrades include architectural, structural, fire protection, plumbing, mechanical, and electrical modifications to the hoistways, hallways, and machine rooms as detailed in the project specifications. This project includes alternates for Interim Maintenance, 12-Month Warranty Preventative Maintenance, Contract Maintenance, and new A/C Gearless Machines. Project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion. The engineer’s estimate for the base bid and alternates is approximately $620,000.00.

Proposals must be submitted on the form included in the Specifications and shall be accompanied by a certified check or an acceptable Proposal Bond with satisfactory surety specifying the Toledo-Lucas County Port Authority as the obligee, in the sum of not less than ten percent (10%) of the total proposal amount. Any bid may be withdrawn prior to the scheduled closing time for receipt of bids.

The successful bidder will be required to submit a Contract Bond and Certificate of Insurance.

The Port Authority’s goal for disadvantaged business enterprise and minority business enterprise (DBE/MBE) participation in the project shall be fifteen percent (15%), and bidder shall provide documentation of its ability to achieve that goal or, if the Port Authority’s goal is not attainable by bidder, bidder shall provide an affidavit detailing why that goal was not attained. A bid that fails to meet this requirement will be considered non-responsive. The lowest responsive and responsible bid shall be determined in accordance with the Port Authority’s Resolution No. 68-00 as found in the General Conditions.

The Port Authority reserves the right to reject any or all bids, and to waive any technicalities as it may deem best for their interest. The Port Authority also reserves the right to add or subtract from quantities shown in the proposal. The “Rehabilitate Taxiway D – Phase 2” project includes pavement rehabilitation of Taxiway D and associated taxiway connectors inclusive of crack sealing, pavement mill and overlay (roughly 39,000 ton), seal coating, and updated pavement markings per Federal Aviation Administration requirements. The engineer’s opinion of probable construction cost is approximately $9,249,745.00.

2020 Facility 3 Cell 1 Improvements

This contract is for all labor, material, insurance, and equipment necessary for the 2020 Facility 3 Cell 1 Improvements project located in Oregon, Ohio 43616, in accordance with the approved plans and specifications, to the Port Authority at One Maritime Plaza, Toledo, Ohio 43604.

Due to travel and business restrictions imposed by the State of Ohio as a result of the spread of the COVID-19 virus, the Toledo-Lucas County Port Authority (TLCPA) has announced the Bid Opening for the 2020 Facility 3 Cell 1 Improvements project will be conducted remotely with all bids opened and read aloud via conference call. Conference call-in information will be shared in addendum no. 1. Submission of bids will be received at the Port Authority’s administrative offices, 1st floor reception area at One Maritime Plaza, Toledo, OH 43604 until Friday, May 15, 2020 at 9:00 AM, at which time and place all bids will be publicly opened and read aloud.

The project “2020 Facility 3 – Cell 1 Improvements” will be to increase Cell 1 capacity and improve operability of the site for future dredge material disposal. Cell 1 was originally constructed in 1976 and has been used for the containment and dewatering of dredged material from the Maumee River and Maumee Bay. This project provides for further work on the dikes to bring them to final design height and for excavation and reconstruction of a portion of dike that experienced rotational slide. The contractor will be furnishing all labor, supervision, permits, materials, equipment, shop drawings, tools, services, testing and incidentals required to complete the work required by the bid documents, project technical specifications, project construction drawings, and contract documents. After completion of the work, and upon demobilization, the contractor shall leave the site free of contractor’s structures, equipment, and debris and securely enclosed. The engineer’s estimate for the base bid is approximately $1,133,124.20.
