The Toledo-Lucas County Port Authority (TLCPA) in partnership with the City of Toledo (COT) and the Ohio Department of Natural Resources (ODNR), is seeking a qualified consulting and engineering firm to provide professional planning, engineering, and design services in connection with the Clark Island Wetland Restoration and Nutrient Reduction project. These services are to be provided in connection with the H2Ohio Grant agreement between the TLCPA and ODNR. This project involves the restoration of Clark Island and Delaware Horseshoe Island and incorporates flow-through wetland components that will provide significant nutrient reduction and water quality benefits within the Maumee River. The total project budget is approximately $585,000.00. The targeted design completion date is December 31, 2022

The required format for the proposal to be submitted to the Toledo-Lucas County Port Authority is described in detail in the full copy of the Request for Qualifications, and is available by either (1) emailing Tina Perkins at Tperkins@Toledoport.org or (2) visiting the Port Authority’s website at https://www.toledoport.org/projects/public-notices/. Proposals are due no later than 1:00 p.m. (local time), Friday, July 9, 2021.

NOTICE IS HEREBY GIVEN by the Board of Directors that Sealed Bids will be received by the Toledo-Lucas County Port Authority for:

Dana Toledo Axle Plant Parking Lot Expansion

3044 Jeep Parkway, Toledo, OH 43610

This contract is for all labor, material, insurance, and equipment necessary for the Dana Toledo Axle Plant Parking Lot Expansion project located at 3044 Jeep Parkway, Toledo, Ohio 43610, in accordance with the specifications, to the Port Authority at One Maritime Plaza, Toledo, Ohio 43604.

Sealed bids will be received at the Port Authority’s administrative offices, 1st floor reception area at One Maritime Plaza, Toledo, OH 43604 until Tuesday, May 25, 2021 at 10:00 AM, at which time and place all bids will be publicly opened and read aloud via conference call. Conference call dial-in information will be shared in addendum no. 1.

The project “Dana Toledo Axle Plant Parking Lot Expansion” consists of the necessary removals, earthwork, erosion control, pavement, underground utilities, landscaping, lighting, fencing, and incidentals, as noted in the bid documents. The project is broken into two (2) phases. Phase 1 is the east parking lot expansion and Phase 2 is the west parking lot expansion. The intent is to complete and open Phase 1 (East Lot) for use prior to beginning Phase 2 (West Lot). This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion. The engineer’s estimate for the base bid is approximately $510,000.00. Bids that are in excess of 10% above the engineer’s estimate would be considered non-responsive.

Plans, Specifications, Instructions to Proposers, Form of Proposal and Contract are on file and may be obtained by either (1) obtaining hard copies from Becker Impressions, 4646 Angola Road, Toledo, OH 43614, phone 419-385-5303, during normal business hours or (2) ordering from Becker Impressions, via their website www.beckerplanroom.com at the cost of reproduction.

Proposals must be submitted on the form included in the Specifications and shall be accompanied by a certified check or an acceptable Proposal Bond with satisfactory surety specifying the Toledo-Lucas County Port Authority as the obligee, in the sum of not less than ten percent (10%) of the total proposal amount. Any bid may be withdrawn prior to the scheduled closing time for receipt of bids. The successful bidder will be required to submit a Contract Bond and Certificate of Insurance.

The Port Authority’s goal for disadvantaged business enterprise, minority business enterprise and women business enterprise (DBE/MBE/WBE) participation in the project shall be fifteen percent (15%), and bidder shall provide documentation of its ability to achieve that goal or, if the Port Authority’s goal is not attainable by bidder, bidder shall provide an affidavit detailing why that goal was not attained. A bid that fails to meet this requirement will be considered non-responsive.

The lowest responsive and responsible bid shall be determined in accordance with the Port Authority’s Resolution No. 68-00 as found in the General Conditions.

The Port Authority reserves the right to reject any or all bids, and to waive any technicalities as it may deem best for their interest. The Port Authority also reserves the right to add or subtract from quantities shown in the proposal.

Please note there will be a pre-bid meeting for this project for all prospective bidders on Tuesday, May 11, 2021 at 4:00 PM. This meeting will be held online via Go-To-Meeting video and conference call audio. Prospective Bidders interested in joining the Pre-Bid meeting should contact Jeff Myers via email (JMyers@manniksmithgroup.com) Mannik & Smith Group, prior to 5:00 PM on Friday, May 7, 2021, for a copy of the meeting invitation. The invitation will be distributed via email on Monday, May 10, 2021, and will provide all necessary log-in and call-in information to join the meeting. Attendance is suggested, but not mandatory.
