ADVERTISEMENT FOR PROPOSALS FOR WATERLINE REPLACEMENT PROJECT AT FACILITY ONE

NOTICE IS HEREBY GIVEN that Sealed Bids will be received by the Toledo-Lucas County Port Authority for all labor, material, insurance, and equipment necessary for the Waterline Replacement project located at Facility One Toledo, Ohio 43605, in accordance with the approved plans and specifications. The engineer’s estimate for the base bid for the project is approximately $1,917,591.50.

Bids will be received at the Port Authority’s administrative offices at One Maritime Plaza, Toledo, OH 43604 until Tuesday, August 14, 2018 at 1:00 PM, at which time and place all bids will be publicly opened and read aloud. REQUEST FOR QUALIFICATIONS OF DESIGN/BUILD SERVICES FOR NEW WAREHOUSE BUILDINGS LOCATED AT FACILITY 1


The Toledo-Lucas County Port Authority (“TLCPA”) is requesting qualification statements from design/build (“D/B”) firms to provide design and construction in connection with the new warehouse buildings project. The project involves design and construction of two buildings with the potential of one additional building if additional funds are available. All three potential buildings would be constructed at Facility 1 located at 3445 St. Lawrence Drive in Toledo, Ohio. The TLCPA will select and retain a design/build firm for the design and construction of this project. The project will be performed as a Guaranteed Maximum Price (GMP) contract.


Description of Proposed Project:
• Two 120’ by 400’ buildings and possibly a third 80’ by 400’ building;
• Buildings include: overhead doors, electrical feed, lighting, asphalt floors, truck docks and stormwater management facilities (See attached sketch);
• All construction permits required for this project;
• All site utilities as needed to operate and receive occupancy;
• All other items as shown on the attached layouts and data sheet.


This notice shall serve as a Request for Qualifications (RFQ) from qualified firms to oversee the design and construction of this project. The D/B firm will need to complete all design, site layout and project management. They will be required to secure all permits including final occupancy. Upon completion of the project the D/B firm will be required to provide all operation and closeout manuals, as-built construction drawings, test reports, system operation instructions and any training that is needed. The D/B firm will need to meet State of Ohio Prevailing Wage rate requirements. Responses to this RFQ will be used to select a qualified firm to perform this work for the TLCPA.

REQUEST FOR QUALIFICATIONS FOR DESIGN SERVICES RELATING TO THE DESIGN OF ADDITIONAL PARKING CAPACITY FOR THE TOLEDO-LUCAS COUNTY PORT AUTHORITY VISTULA AND SUPERIOR STREET PUBLIC PARKING GARAGES

The Toledo-Lucas County Port Authority (“TLCPA”) is requesting qualification statements from Architect/Engineer (A/E) firms to provide engineering and design services in connection with modifications to add parking capacity to two public parking garages in Downtown Toledo on Superior Street.  

Description of Proposed Design Project:

  • Design an additional parking structure to fit within the footprint of the surface parking lot of the Vistula Parking Garage located at 610 Superior Street, Toledo, Ohio
  • Design additional floors to maximize parking capacity of the Superior Street Garage located at 300 North Superior Street, Toledo, Ohio
  • Design all site utilities as needed to operate

This notice shall serve as a Request for Qualifications (RFQ) from qualified A/E firms to design this project.  The A/E firm will need to complete all design and site layout and secure all permits including final occupancy.  Responses to this RFQ will be used to select a qualified A/E firm to perform this work for the TLCPA.

FACILITY #3 - CDF MATERIAL REUSE

The Toledo-Lucas County Port Authority is seeking entities interested in utilizing dredged material located in the Port’s portion of the Facility #3 CDF in Oregon, Ohio.  The Port Authority has collected geotechnical and chemical data on the material located in approximately 183 acres of the 258 acre “boot shaped” parcel shown in the attachment focusing in the upper strata (0-5 feet).  The reports are attached for your review.  Material can be mined from the CDF and utilized in a variety of value added applications with appropriate permitting from the Ohio Environmental Protection Agency (EPA).  Ohio EPA is supportive of beneficial use projects and will cooperate with any interested party in determining if the proposed application is permissible under Ohio environmental law. We also encourage entities in Michigan and other states to consider submitting proposals for use of this material.  Mining the material will create additional capacity in the facility for the future placement of dredged material that would otherwise likely be placed in Lake Erie.  

The chemical and geotechnical properties of the sediment may not be homogeneous throughout the facility.  The successful firm will be responsible for providing all equipment and manpower necessary for excavating material from the CDF, loading it, and transporting it to the proposed project location.  The firm will demonstrate that they have ownership or the legal right to deposit the material at their proposed location. The material will be taken “as-is”. The firm will assume all environmental responsibility for the material and will use the material in a way that is consistent with their proposal.   The Port Authority will ensure that the successful firm has appropriate access to the CDF and will offer the material at no cost.  We encourage proposals from entities that have the capacity to utilize significant volumes of material but will consider making material available for smaller projects too.  The Port will consider offering space at Facility 3 to entities that wish to process the material prior to removing it.
