Manager, Finance & Special Projects

Position Objectives:
  1. To manage the Diversified Contractors Accelerator Program (DCAP)
  2. To manage the Microenterprise Development Initiative
  3. To support all financial programs offered by the Port Authority, including U.S. Small Business Administration (SBA) Section 504 loans, Ohio Department of Development (ODOD) Section 166 regional loans, BetterBuildings Northwest Ohio, the Northwest Ohio Bond Fund, conduit bond issuances and capital lease transaction
  4. To assist the CFO with finance and administration projects and deliverables

Qualifications:

  1. Bachelor's degree or equivalent experience in finance, accounting or business administration, or in a field related to the position (four years of experience equivalent to one year of university-level education); Master of Business Administration a plus
  2. A minimum of five years of experience in finance, credit analysis and/or loan packaging
  3. Experience and interaction working in/with financial institutions, treasury operations or corporate finance
  4. Understanding of U.S. Small Business Administration (SBA) 504 and State of Ohio 166 loan programs, and bond financings per Ohio statute
  5. Strong skills with computer software systems, including Microsoft Word, Excel, PowerPoint and loan management systems which aid in performing credit analysis
  6. Thorough knowledge of financial markets, business administration and management principles and practices
  7. Demonstrated abilities as a "team player," self-starter, and a person who sets and meets deadlines
  8. Possess a valid Ohio driver license
  9. Be insurable and maintain insurability for the operation of motor vehicles
  10. Satisfactory results on pre-employment and post-employment psychological and physical examinations (including urinalysis to determine unlawful use of drugs), and written and oral examinations, as administered by appropriate practitioners at the Port Authority's direction
  11. Satisfactory results on background investigation
  12. Ability to perform all of the essential functions of the position outlined herein without creating a direct or indirect threat to the safety of oneself or others

Essential Functions:

  1. Perform financial analysis/underwriting of prospective borrowers for several Port-administered loan and bond financing programs
  2. Prepare and present financing credit-summaries for loan and/or bond financing decisions
  3. Provide financial modeling for potential real estate acquisitions and to support business/investment decisions (i.e. PV, FV, IRR, etc.)
  4. Prepare and maintain historical and/or projected data for budget purposes, as well as to show financial trends for presentations
  5. Provide capital market knowledge and suggestions in support of CFO for Port Authority-wide investment opportunities
  6. Prepare continuing disclosures of applicable financing transaction and publish with the appropriate public finance disclosure provider (i.e. MSRB, EMMA)
  7. Perform necessary duties pertaining to bond fund compliance matters (reports, site visits) and reporting requirements
  8. Create and maintain projected revenue reports and schedules
  9. Continually service and provide collateral maintenance of borrowers within the current financing portfolios
  10. Underwrite and prepare loan packages for review/approval; prepare loan closing documents, including the preparation of financing applications and presentation to appropriate committees
  11. Present loans to SBA and Ohio 166 loan review committees
  12. Prepare analysis for all bond issuances for banks and issuing letters of credit
  13. Market financing programs to bankers, economic development professionals, elected officials, current and/or prospective small business owners, and real estate, accounting, and other business professionals by attending seminars and training sessions
  14. Research federal and state funding opportunities
  15. Act as liaison between borrowers (including DCAP participants, bond transaction borrowers, suppliers and project owners), SBA, ODOD, and loan servicing organizations regarding any issues, modifications or acceleration of payments
  16. Manage or oversee all aspects of the DCAP initiative, including interaction with program participants, coordination and dissemination of loan documentation, flow of funds and track metrics of program activitiy
  17. Operate basic computer equipment and office software

  19. Other functions as may be assigned by the President or Vice President of Administration & CFO

Marginal Functions:

  1. Perform loan liquidation processes and foreclosures within and outside the organization
  2. Engage with Bond Fund trustee regarding investments and monthly reports
  3. Prepare monthly contact and activity reports documenting the marketing efforts of the loan and financing programs
  4. Represent the Port Authority at groundbreaking and grand opening ceremonies

Work environment: While performing the duties of this job, the employee is exposed to various office environments. The noise level in the work environment is usually moderate.
